The flow chart below illustrates the hierarchy of controlled documents that implement the National Spent Nuclear Fuel Program and set spent nuclear fuel program requirements. The Level I documents define the program requirements. The Level I documents include the Department of Energy-owned Spent Nuclear Fuel Strategic Plan and Quality Assurance Requirements and Description (QARD) document. The Level II documents define the means to implement the requirements defined in the Level I documents. Implementation is defined through program, strategic, and QA plans; schedules; and procedures.
